The MBLC will conduct seven public hearings on amending 605 CMR 4.00: Free Public Library Service, with regard to the Hours Open and the Materials Expenditure requirements in 605 CMR 4.01.
The MBLC is the state agency statutorily charged to support, develop, coordinate, improve, and promote library services throughout the Commonwealth.
The Board was established in 1890 under Chapter 78 of the Massachusetts General Laws and consists of nine Commissioners appointed by the Governor.
The Board's broad statutory mandate is stated in Massachusetts General Laws Chapter 78, section 19: "The Board of Library Commissioners may expend such sums as may be appropriated for the extension and encouragement of library services within the commonwealth."
The Board also advises municipalities and trustees regarding the operation and maintenance of public libraries and is statutorily authorized to administer state and federal programs for Massachusetts libraries.
