Comm-PASS System

The Comm-PASS system is the Commonwealth's Procurement Access Solicitation System. All state agency procurements above certain cost limits must be posted on this system. This is a good source for viewing actual RFPs which may be of assistance in writing your own.

Current Statewide Contracts

Statewide contracts are open to towns and municipalities. Contracting under a statewide contract means that you don't have to go through the procurement process (the state has already done it for you). Library shelving falls under Office Equipment, Supplies and Services. Check the Contracts & Updates page for vendors under contract.


VendorWeb is the common access point for all Commonwealth vendors including those receiving MPLCP grant funds. The login for this system is the town Vendor Code, which may be found by looking at an individual town's MPLCP contract or payment request form. Information provided includes the scheduled payment date for state funds.
