**The Board of Library Commissioners granted the appeal of 3/1/12, rescinded the action of 2/2/12, and granted a waiver "with reservation".

The Massachusetts Board of Library Commissioners denies the municipality of Millville a waiver "with reservation" of the FY2012 MAR requirement on the basis of a 95% cut to the library budget when compared to the overall municipal budget.
