New State Aid to Public Libraries Program, March 22, 2007


Step 1: Minimum Per Capita Expenditures

Expend a minimum of $ _____ per capita from municipal appropriations on Salaries and Materials as defined below.

Definitions

Content, Materials and Technology includes the cost of everything acquired for the intellectual pursuit of patrons, excluding network membership and programming. [Subject to full committee agreement]

Salaries, Wages and Contractual Services includes the cost of every service for the intellectual pursuit of patrons, excluding programming and facilities-related expenses. [Subject to full committee agreement]

Reporting Period: Prior fiscal year

If meeting: Receive Equalization Grant [Subject to full committee agreement]

If not meeting: Go to Communities in Need program

Step 2: Requirements

Meet each of the program requirements listed below.
1. Be open to all residents of the Commonwealth.
2. Make no charge for normal library services for residents of the municipality.
3. Education/Certification: All library directors in communities with populations under 10,000 residents must have at least a bachelor's degree plus courses in library techniques (the composition of the courses will be determined by the MBLC). Library directors in communities with a population over 10,000 must have an MLS degree.
4. Library directors of communities over 10,000 must hold a certificate of professional librarianship issued by the MBLC.
5. Extend privileges to holders of cards issued by other certified public libraries in the Commonwealth. [Editorial note: Perhaps this item should be a definition of Reciprocity.]
6. Hours of service is based on total number of actual unduplicated hours. The minimum number of hours will be based on a municipality's population. (Note: The subcommittee wants a per capita based solution but has not found one.)

Reporting Period: Prior fiscal year

If meeting: Receive Resource Sharing Grant and Reciprocity with other communities meeting this level of the program. [Subject to full committee agreement]

If not meeting: Receive Equalization Grant (do not receive Resource Sharing Grant, Reciprocity, and do not go on to Step 3 and 4 of the program). [Subject to full committee agreement]

Step 3: Maintenance of Effort

Expenditure of municipal appropriation for Salaries and Materials as defined in Step 1 in the previous fiscal year must be at least 2.5% greater than the average of such expenditures in the prior 3 fiscal years. [Subject to full committee agreement]

Reporting Period: 4 preceding fiscal years

If meeting: Receive Incentive Grant based on Points for Library Service (Step 4) increased by any percentage (up to a maximum of 10%) by which expenditures exceeded the 2.5% requirement. For example, an increase of 4.5% yields a 2% increase in Points. [Subject to full committee agreement]

If not meeting: Receive Incentive Grant based on Points for Library Service (Step 4) reduced by twice the percentage by which expenditures miss the 2.5% requirement. For example, a decrease of 12.5% yields a 30% reduction in Points (12.5% + 2.5% = 15% and 15% x 2 = 30%). [Subject to full committee agreement]

Step 4: Points for Library Service

Libraries that qualify for Step 3 consideration and that meet or exceed any of the service measures stated below are eligible for 1 point per service measure. [Subject to full committee agreement]
