But all disasters must first be addressed at the local level. It is crucial, therefore, that communities mobilize to build and maintain the vital relationship among cultural heritage stewards, emergency managers, municipal planners, and town officials. In 2012, thanks to a <a href=\"https:\/\/mblc.state.ma.us\/costepma\/wp-content\/uploads\/2012\/08\/3664a-hazard_mitigation_grant_abstract.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Hazard Mitigation Grant<\/a> awarded by FEMA and MEMA to COSTEP MA and administered by the Massachusetts Board of Library Commissioners, COSTEP MA has begun mobilizing communities around the Commonwealth.<\/p>\n<p>One of the most important lessons we\u2019ve learned from disasters is that cooperation, collaboration, and communication are of vital importance to saving cultural resources. A meeting in your community will provide:<\/p>\n<ul class=\"bulletSpaced\">\n<li>An opportunity for the local cultural stewards and emergency managers to meet, perhaps for the first time<\/li>\n<li>Recommendations on how to foster these vital relationships<\/li>\n<li>Resources to help cultural institutions respond to an emergency or disaster<\/li>\n<li>Resources to help emergency managers respond to emergencies at cultural institutions<\/li>\n<li>Information on completing an institutional disaster plan<\/li>\n<li>A preview of additional training opportunities made possible by the Hazard Mitigation Grant<\/li>\n<\/ul>\n<p>The time to exchange business cards is <em>before<\/em> an emergency, not after one. Let COSTEP MA help you develop the relationships and put the tools in place that will help you weather an emergency.<\/p>\n<p><strong>For more information on setting up a Community Meeting in your town or city, click <\/strong><strong><a title=\"Contact\" href=\"https:\/\/mblc.state.ma.us\/costepma\/contact.html\">here<\/a>.<\/strong><\/p>\n\n\n<h2 class=\"wp-block-heading\">2011 Mitigation for Memory: Safeguarding Massachusetts Cultural History<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Background<\/h3>\n\n\n\n<p>In 2011, COSTEP MA was awarded a <a href=\"http:\/\/www.fema.gov\/hazard-mitigation-grant-program\" target=\"_blank\" rel=\"noreferrer noopener\">Hazard Mitigation Grant<\/a>\n by FEMA and MEMA to conduct a three-year public awareness project on \nmitigation damage to cultural collections and essential government \nrecords in the state. The project, called <em><a href=\"https:\/\/mblc.state.ma.us\/costepma\/wp-content\/uploads\/2012\/08\/Hazard_Mitigation_Grant_Abstract.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Mitigation for Memory: Safeguarding Massachusetts Cultural History<\/a>,<\/em>\n is designed to educate emergency management professionals, municipal \nplanners and officials, Regional Planning Agency directors, and cultural\n custodians about the importance of including cultural resources in \nhazard mitigation planning. The grant is being administered by the \nMassachusetts Board of Library Commissioners.<\/p>\n\n\n\n<p><em>Mitigation for Memory<\/em> had three objectives:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>To host at least 14 community meetings to educate cultural stewards,\n town officials, and local emergency managers about the importance of \nmitigation for cultural collections.&nbsp;<\/li><li>To sponsor half-day meetings with Regional Planning Agencies (RPAs).\n From the 14 communities, up to seven pilot communities will begin \nworking with their RPA to incorporate cultural institutions and historic\n properties in mitigation planning.<\/li><li>Conduct four risk assessment workshops. Using <a href=\"http:\/\/www.heritagepreservation.org\/repp\/index.html\">assessment tools<\/a>\n developed by Heritage Preservation, an emergency management \nprofessional will be paired with a preservation specialist to \ndemonstrate how to conduct a risk assessment of a cultural institution. \nThe goal: to educate staff at cultural institutions about mitigation \nactions they can take that will result in reduced loss of cultural \nproperty.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/mblc.state.ma.us\/costepma\/wp-content\/uploads\/2012\/08\/3664a-hazard_mitigation_grant_abstract.pdf\">2011 Abstract<\/a><a href=\"https:\/\/mblc.state.ma.us\/costepma\/wp-content\/uploads\/2012\/08\/3664a-hazard_mitigation_grant_abstract.pdf\">Download<\/a><\/p>\n\n\n\n<p>This <em>Abstract<\/em>, available for download, summarizes the Hazard\n Mitigation Grant awarded to  COSTEP MA by FEMA and MEMA to increase \npublic awareness \u2014 particularly  by cultural stewards, emergency \nmanagers, municipal planners, and other  town officials \u2014 of mitigation \nactions that could safeguard cultural  collections in their \nmunicipalities. The Massachusetts Board of Library  Commissioners is \nadministering the grant.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"> <strong>Final Report<\/strong> <\/h3>\n\n\n\n<p>There were a number of deliverables for the Hazard Mitigation Grant \nProgram (HMGP), but in many ways the  most important were the community \nmeetings and the Risk Assessment and  Mitigation Planning workshops.&nbsp; \nThis Final Report, available for download, delineates the process  of \nachieving these deliverables over the course of the three-year  grant.<a href=\"https:\/\/mblc.state.ma.us\/costepma\/wp-content\/uploads\/2019\/05\/costep-ma-final-report-december-12-2014-final-web.pdf\">2014 <em>Mitigation for Memory<\/em> Final Report<\/a><a href=\"https:\/\/mblc.state.ma.us\/costepma\/wp-content\/uploads\/2019\/05\/costep-ma-final-report-december-12-2014-final-web.pdf\">Download<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"> <br><strong> Framework<\/strong> for public release<\/h3>\n\n\n\n<p>When working with the cultural and emergency management communities \nto ensure that cultural resources are not forgotten in times of  \ndisasters, it is crucial to open the lines of communication long before a\n  disaster hits. This Framework outlines ways in which these lines can \nbe  opened and maintained on a statewide, regional, or municipal level. \nIt  bears repeating that \u201call disasters are local\u201d and \u201cit is far better\n to  exchange business cards across a table in advance than at the scene\n of a  disaster.\u201d This Framework, available for download, provides the \ntools to address both these  issues.<a href=\"https:\/\/mblc.state.ma.us\/costepma\/wp-content\/uploads\/2015\/01\/5d5ab-costep-ma_mitigation_for_memory_framework_2015_final_web.pdf\">2015 <em>Mitigation for Memory <\/em>Framework<\/a><a href=\"https:\/\/mblc.state.ma.us\/costepma\/wp-content\/uploads\/2015\/01\/5d5ab-costep-ma_mitigation_for_memory_framework_2015_final_web.pdf\">Download<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The devastation of recent hurricanes, floods, and tornadoes dramatizes the need for a coordinated response by the cultural community to area-wide disasters.
