{"id":1840,"date":"2025-05-23T14:21:05","date_gmt":"2025-05-23T18:21:05","guid":{"rendered":"https:\/\/mblc.state.ma.us\/mblc_blog\/?p=1840"},"modified":"2025-05-27T16:00:51","modified_gmt":"2025-05-27T20:00:51","slug":"mblc-update-may-23","status":"publish","type":"post","link":"https:\/\/mblc.state.ma.us\/mblc_blog\/2025\/05\/23\/mblc-update-may-23\/","title":{"rendered":"MBLC Update May 23"},"content":{"rendered":"\n<p><em>Dear Colleagues<\/em>,<\/p>\n\n\n\n<p>This week at the Massachusetts Library Association conference I announced what\u00a0<a href=\"https:\/\/mblc.state.ma.us\/news\/news-releases\/2025\/nr250520.php\" target=\"_blank\" rel=\"noreferrer noopener\">statewide services will look like for FY2026<\/a>\u00a0as we move ahead with no federal funding. While we are able to\u00a0<strong>maintain the Commonwealth Catalog, the Libby eBook platform, and some funding for eBook content<\/strong>, the ongoing federal funding instability has caused us to make\u00a0<a href=\"https:\/\/mblc-newsroom-static.s3.amazonaws.com\/collateral\/official-docs\/mblc\/788c0131_fy2026-statewide-databases-pdf_download.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>significant reductions in database offerings<\/strong><\/a>. After the announcement, many people shared kind words with me and with our staff at the MBLC booth. Please know\u00a0<strong>how much we all appreciate it<\/strong>.<\/p>\n\n\n\n<p>I also had the opportunity to speak with Attorney General Andrea Joy Campbell at the conference. As I\u2019ve mentioned previously, through AG Campbell\u2019s office, Massachusetts is part of a&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.mass.gov\/news\/ag-campbell-sues-trump-administration-to-protect-libraries-and-museums\">21 state lawsuit to protect IMLS<\/a>&nbsp;in the aftermath of President Trump\u2019s Executive Order.<\/p>\n\n\n\n<p>In that conversation, AG Campbell told me she wants the library community to know that the actions outlined in the executive order are&nbsp;<strong>illegal<\/strong>, and her office is doing absolutely everything in their power to stop it. They&nbsp;<strong>will not stop<\/strong>&nbsp;fighting. It was encouraging to know that at the highest level of state government, we have a staunch advocate who truly has our backs.<\/p>\n\n\n\n<p>Last week&nbsp; Rhode Island district court judge John J. McConnell Jr.&nbsp;<strong>issued an injunction&nbsp;to stop the dismantling the Institute of Museum and Library Services (IMLS).<\/strong> The order calls for IMLS employees to be recalled and for processing and disbursements of grants to be resumed. It also requires that reports be submitted to demonstrate compliance with the injunction.<br><br><strong>The&nbsp;<\/strong><a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.rid.59257\/gov.uscourts.rid.59257.64.0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>first report<\/strong><\/a><strong>&nbsp;states that IMLS staff are being recalled and that some grants will resume.<\/strong><\/p>\n\n\n\n<p>While that is good news, and baby steps in the right direction,&nbsp; we also learned this week that the&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/bookriot.com\/trump-seeks-stay-in-imls-injunction-sonderling-bashes-imls-employees-in-declaration\/\"><strong>Trump Administration is appealing the injunction<\/strong><\/a>.<\/p>\n\n\n\n<p>We are watching the situation closely and reaching out to our colleagues in other states, but until or unless IMLS is fully restored and funds are flowing, the only fiscally responsible path for the MBLC is to&nbsp;<strong>continue to plan for FY26 without federal funding<\/strong>.<br><br>We\u2019ve created some ways to track what\u2019s happening with services and federal funding:<br>\u27a1\ufe0f<a href=\"https:\/\/mblc.state.ma.us\/federal-funding\/mblc-programs-status.php\" target=\"_blank\" rel=\"noreferrer noopener\">MBLC Program Status<\/a><br>\u2139\ufe0f<a href=\"https:\/\/mblc-newsroom-static.s3.amazonaws.com\/collateral\/official-docs\/mblc\/788c0131_fy2026-statewide-databases-pdf_download.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Database Information Sheet<\/a><br>\ud83d\udccb<a href=\"https:\/\/mblc.state.ma.us\/federal-funding\/index.php\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Funding Impact Dashboard<\/a>&nbsp;(for stakeholders, on the agency website)<br>\ud83d\udda5\ufe0f<a href=\"https:\/\/libraries.state.ma.us\/federal-funding-at-risk\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Funding Impact for the Public<\/a>&nbsp;(on the consumer portal) updated with the most current information.<\/p>\n\n\n\n<p>We\u2019ve also set up zoom sessions so that your&nbsp;<strong>questions can be answered by me and by MBLC staff<\/strong>. Senators Oliveira, Rausch, and Collins filed amendments across several MBLC budget lines. During Wednesday\u2019s session the last of the amendments was taken up. The budget now goes to the House and Senate Ways and Means Conference Committee for debate on any line items that didn\u2019t match each other in both budgets.
