House Budget Complete

The Massachusetts House of Representatives has adopted its version of the FY 2016 state spending bill and has sent its budget on to the Senate. If the reductions recommended in the House budget carry through to the Senate, funding to libraries through the Massachusetts Board of Library Commissioners (MBLC) will be cut by nearly $1 million since the beginning of FY 2015.

For the library community, State Aid to Public Libraries (9501) and Technology and Resource Sharing (9506) are priorities in the FY 2016 Legislative Agenda. The House cut the Technology and Resource Sharing (9506) account line of the MBLC’s budget by a total of 24 percent. The MBLC used modest FY 2015 gains to this budget line to directly benefit small libraries, assisting more than 50 libraries with their membership in automated library networks.

State Aid to Public Libraries (9501) was leveled funded to the FY 2015 9C cuts. Amendments that would have increased funding to each of these account lines by $1 million failed.

An amendment to fund Massachusetts Center for the Book (9508) at $200,000 passed.

Below are the details of the final House budget. The Senate Ways and Means committee is expected to release its budget recommendations during the second week of May.

The Board of Library Commissioners (mass.gov/mblc) is the agency of state government with the statutory authority and responsibility to organize, develop, coordinate and improve library services throughout the Commonwealth.
