Library Director, Shrewsbury Public Library (Shrewsbury)

The Town of Shrewsbury is seeking a Library Director to join our executive leadership team. The Shrewsbury Public Library is comprised of a Director, an Assistant Director, one Head of Technical Services, one Head of Circulation Services, one Head of Children’s Services, one Reference Librarian, one Electronic Resources Librarian, one Children’s Librarian, one Young Adult Librarian/Volunteer Coordinator, one Library Technology Specialist, and four Administrative Assistants. Thirty-five part time employees support the Library and as well as a plethora of volunteers. The incumbent Library Director will be retiring this spring after enjoying fifteen years with the Town.

Qualifications

Essential Duties --

• Develops short-term and long-term goals and objectives to ensure library services are meeting community needs; integrates these goals into service plans.
• Collects and analyzes service and usage data and formulates appropriate policies on various aspects of library operation; develops and recommends policies to Trustees. Oversees the preparation, maintenance, and submission of a variety of statistics related to library operations. Evaluates on-going programs and services; plans for improved efficiency and effectiveness.
• Maintains current knowledge of library profession and related fields as they relate to library operations.
• Responsible for staffing and overseeing daily operations of the library; recruits and develops new employees and recommends changes in status and compensation; administers personnel policies, develops orientation and in-service training programs, and provides overall leadership to establish effective working relationships and open communication.
• Responsible for a variety of fiscal management functions, including the development and preparation of the annual budget and for administering funds in a cost-efficient manner and to control expenditures to stay within appropriation level.
• Investigates cooperative purchasing opportunities and manages such systems and contracts.
• Manages internal and external communications of the Library including but not limited to brochures, newsletters, web postings, and newspaper articles. Identifies and pursues public relations opportunities that engender good will toward and promotion of the Library. Develops and maintains cooperative relationships with the Town officials, Schools, and community organizations. Responds to a variety of inquiries, requests, and complaints related to library operations and services provided.
• Serves as the executive officer for the Board of Library Trustees; provides support with meetings, preparing reports, and implementing Board policy; informs the Board of relevant library business; Participates in monthly meetings and provides a detailed report of library operations and developments at each meeting; Provides professional expertise and guidance to the board, including but not limited to information on pertinent legislation from local, state, and federal agencies, trends in library technology, funding, and management practice and developments.
• Seeks and prepares grant proposals/applications and administers grants according to specified guidelines; ensures the timely filing of all required reports. Encourages donations to the library and oversees their administration in accordance with directives and Board policy. Serves as executive director of the non-profit Shrewsbury Public Library Foundation, supporting all aspects of the foundation’s work.
• Prepares a variety of reports, statistics, and other necessary materials for the Trustees, Town officials, and state agencies.
• Responsible for overseeing the development, maintenance and repair of all library information technologies and systems.
• Oversees the development and maintenance of all public library collections including books, periodicals, media and digital content. Delegates and monitors collection development activities of staff, confirming adherence to Library’s Collection Development Policy. Continually assesses acquisitions and collection development activities to provide collections that are responsive to user interests and needs.
• Conceives, develops and implements a variety of programs to foster and promote the services of the library and to maintain positive public relations.
• Speaks to a variety of community groups concerning library services and issues of concern. Represents the Library at Town Meetings, community and professional meetings. Confers with State agencies, other public libraries, corporations, and community groups in the development of library programs for the Town and assists in coordinating regional and consortia library efforts.
• Prepares specifications for competitive bids, develops and manages service and material contracts and services, and oversees the completion of work.
• Coordinates with Public Buildings department for maintenance of library building and grounds, to assist with proper and timely maintenance, repair and cleaning. Oversees the maintenance and repair of the Bookmobile.



Minimum Requirements (skills experience) --

Duties require a Master of Library and Information Science degree from an accredited college accepted by the American Library Association, and 5-7 years of progressively responsible related experience.


Thorough knowledge of the principles of library science, organization and functions; thorough knowledge of library administration including personnel and budgeting; ability to analyze and solve problems; ability to develop data and recommendations influencing policy; complete competence in oral and written communications; ability to establish and maintain effective working relationships with superiors, subordinates, associates, corporate representatives, officials of other agencies and the general public. Thorough knowledge of library information systems and technologies.

Pay Range: $86,057.40 - $120,480.36, along with a competitive benefit package as set forth in the Town’s Personnel By-law
