SUPERVISES: The Dean provides direct and general supervision to all Library staff and student employees.  The Library is currently composed of Access Services, Information Services, Technical Services, Library Systems & Digital Services, and Archives and Special Collections.

SUMMARY PURPOSE OF POSITION: The Dean of Library Services is the chief administrative and budgetary officer of the University Libraries and plays a key role in working with faculty, other deans, the provost and the chancellor to advance UMass Dartmouth's agenda of accelerating its growth as a major research university, highly productive faculty, and nationally ranked graduate and undergraduate programs. The Dean will envision, plan, develop, articulate and implement library and information resource policies, programs, systems and services that support the University in achieving its mission.  In particular, the Dean will work collaboratively with Library and other CITS and Library staff to develop innovative services that combine the best of traditional library features and services with emerging ideas and technologies.  The Dean will serve as a member of the Provost’s management team, will play an active role in all policy decisions including those relative to labor relations and collective bargaining, and will represent the Provost as required with both internal and external constituents.  The Dean of Library Services is responsible for managing and developing traditional and digital collections; assuring that the Libraries remain on the cutting edge of information technology; administering the libraries' budget; assuring excellent service to faculty, staff and students; leading the Libraries' development and fundraising activities; and representing the libraries to communities outside the University. Exceptionally high degrees of confidentiality and discretion are required in this position. As such, the incumbent is a confidential employee as defined in M.G.L. Chapter 150E, Section 1.

EXAMPLES OF PRIMARY DUTIES AND RESPONSIBILITIES:

•   Provide vision and leadership in the formulation and implementation of innovative information services that meet students, faculty, staff, and community needs.

•   Manage Library budget, personnel and infrastructure resources to meet the needs of the campus.

•   Foster an organizational culture based upon respect, service, teamwork, personal and professional growth, and responsibility.

•   Work with school/college deans to ensure the library’s resources are sufficient to support the university’s status as DRU as well as the various accreditation needs of colleges/schools and academic programs.

•   Collaboratively develop Library strategic plans to support and implement campus mission and vision.

•   Provide leadership and coordinate Library public relations and fund-raising activities, in partnership with Institutional Advancement managers and staff.

•   Advocate for comprehensive information literacy for students, faculty and staff.

•   Maintain strong working relationships with other campus divisions; serve as a member of UMass Dartmouth committees as appropriate.

•   Share knowledge and ideas by representing UMass Dartmouth at local, state, and national library organizations such as UMass system libraries, the Massachusetts Conference of Chief Librarians of Public Higher Education Institutions (MCCLPHEI), the Boston Library Consortium, etc., and pursue collaborative opportunities as they arise.

•   Plan, implement, and evaluate library services in coordination with Library Administrative Council and others.

•   Participate in executive decision making, including labor relations/collective bargaining issues and Library and campus policies and procedures.

•   Make recommendations to the Provost concerning Library resource issues, opportunities and needs.

Qualifications

MINIMUM QUALIFICATIONS (REQUIRED):

EDUCATION:  MLS from an ALA accredited institution or a terminal degree in a relevant field

EXPERIENCE:  Significant (over five years) of progressively responsible higher education library administrative experience.



KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

•   Evidence of substantial leadership and achievement in a higher education library.

•   The ability to articulate a well-founded vision for a 21st century university library.

•   Excellent interpersonal and communication/listening skills, including the ability to work collaboratively with students, faculty, staff, alumni and the general public.

•   Strong analytic and strategic skills in prioritization, resource allocation, and decision-making.

•   Ability to collaboratively plan, manage, and develop staff, budget, and facilities resources to meet strategic objectives.

•   Evidence of continuing participation in professional activities.

•   Demonstrated commitment to furthering the principles of equal opportunity, affirmative action and cultural diversity.
