Chief of Staff and Strategy, Boston Public Library (Boston)

Position Overview



The role of Chief of Staff & Strategy, incorporates responsibility for institutional strategy & strategic initiatives, planning & execution, and organizational accountability. The role is part relationship manager, external affairs liaison and part institutional project manager, analyst and policy development leader. The role takes its point of departure from the strategy level but its focus is on operationalized processes and procedures, accountability, oversight of daily operations, systems and structure and new initiatives. On a day to day basis, the Chief of Staff & Strategy assists the President of the Library in the running of the organization, convening meetings, assessing capacity, and ensuring follow up and follow through on action items across the organization.

Responsibilities:
Scope of Responsibility



Oversight of Strategy: The position analyses and tracks all approved and draft active strategic plans and ensures oversight of initiatives and related accountability measures.
Organizational Structure Alignment: The position provides ongoing analysis and assessment of the active organizational and management structure, and identifies opportunities for improvement and capacity challenges, as required by the mission and strategic plans.
Ensures owners and accountability are well defined for all key initiatives: provides support for systemwide initiatives, identification of goals and milestones and high level tracking for accomplishments and barriers and identification of risks to success.
Identifies Capacity and Resource Issues for both evolving operational workload systemwide and strategic initiatives, with a focus on solution-oriented analysis and thinking.
Development of a long-range integration strategy and plan for fundraising affiliate collaboration.
Assists in the building of a culture of philanthropy within the organization to support the growth of the organization in collaboration with the Boston Public Library Fund
Plays a key liaison role for City & State & Federal Partners, as assigned, in collaboration with the Director of Strategic Partnerships and other leaders of partnership opportunities, acts as main liaison for key public sector agencies and partners.
Is responsible for the development of a fundraising strategy and campaign at the statewide public sector level.
Leads the exploration of the Library’s mission as a formal educational institution: In collaboration with key content and program leaders, assists in the building and execution of plans for building out the library’s role as a formal education service provider; as necessary will collaborate through the BPL Fund with potential external funders. This exploration will involve appropriate policy development. This may include build out of the library’s relationship with the local School Systems, and its Youth Engagement service priority area.
 Leads the Exploration of the Library’s identity as a Museum-like institution. Within the context of a public Library and in conjunction with the libraries role in education, the development of a position paper on how best to accomplish this goal.
Leads the Exploration of the Library as a Workforce Development Services Coordinator/provider. This position will provide strategic guidance to the Library Services Division in providing an integrated approach to this key area of service development.
Maintains a system of active strategic initiatives. This is a tracking function for the institution against metrics and results.
Performs similar or related duties as required or as situation dictates.

Qualifications

Education and Experience:
 

Bachelor’s degree in: public administration, business administration, education or related field; and a minimum of five years of experience in a senior library or government role. An equivalent combination of education and experience may be substituted.  Advanced degree in a field such as public administration, library science, education or fine arts desirable.



Knowledge, Ability and Skill:
 

Knowledge.  Thorough knowledge of public sector policy, operational and personnel practices. Understanding of the services field in general, with a preference for knowledge of municipal, library, development or educational/arts fields. Management experience in an enterprise level, distributed organization preferred.



Knowledge of agile strategic planning work, demonstrated problem solving ability and ability to maintain productive interpersonal relations in a complex and changing environment. Strong management and supervisory skills. Integrity, initiative, judgment, discretion, dependability and ability to work under pressure and deadlines essential.



Ability.  Ability to interact in a positive and effective manner with personnel at all levels of authority.  Ability to communicate clearly and concisely, in writing and orally.  Ability to maintain accurate and detailed records.  Ability to prepare and analyze comprehensive reports and plans.  Ability to carry out assigned projects to their completion.  Ability to efficiently and effectively administer a human resource system.



Skill.  Skill in the use of personal computers, particularly word processing and spreadsheet applications.  Excellent project management, planning, public relations and communications skills. Solid collaboration skills.



Requirements:

Ability to exercise good judgment and focus on detail as required by the job.
Residency - Must be a resident of the City of Boston upon the first day of hire.
CORI - Must successfully clear a Criminal Offenders Record Information check with the City of Boston.
