Library Financial Manager, Holyoke Public Library (Holyoke)
Introduction: The Holyoke Public Library seeks a qualified candidate for the Library Financial Manager position. Position is available for 20-35 hours a week, Monday-Friday. Benefits include sick, vacation and holiday pay; insurance, employee assistance program; City of Holyoke Employees Retirement System. Per City of Holyoke Ordinance, pay rate range from $20.34/hour to $29.20/hour.
General Description: Under the direction of the Library Director and Assistant Library Director, performs very responsible financial work in directing the business office of the non-profit Holyoke Public Library. Work involves maintaining all library accounting records, preparing financial statements, and directing a variety of personnel, purchasing, budgeting and general administrative services for the efficient operation of the library system. The employee of this classification exercises considerable independent judgment in the performance of assigned responsibilities. Work is reviewed through discussion and observation. Performs other work as requested.

Plans, organizes, directs, and supervises the work of the business office. Prepares the Annual Operating Budget for the library's operating and capital projects funds, and exercises oversight of budget activity. Prepares financial reports and long-term financial projections of the library's operating and capital projects funds for members of the Library Board of Directors; prepares financial reports for the State's MA Board of Library Commissioners; prepares special financial projects as directed by the Library Director; maintains financial records, prepares financial reports, and tax returns for the Library Auditors. Works closely with vendors to achieve optimum reimbursement. Exercises oversight of Library grants. Monitors internal control procedures of the Library system; reviews indirect cost plan's impact on the library system. Keeps abreast of all library activities; works with all library departments to coordinate the needs of the library needs.
Qualifications
Minimum requirements:
Education and experience: Degree in accounting or business/finance, and four (4) years of experience in responsible positions involving professional accounting or budgeting work. Experience in municipal and/or non-profit finance preferred. One (1) year of supervisory experience.
Substitutions: Any equivalent combination of education and experience; public finance administration with governmental or public library fund accounting preferred.
Knowledge, skills, and abilities:
Knowledge of
--modern accounting principles, practices and procedures and how they may be applied to municipal accounting situations.
--the principles, practices and procedures of public administration and office management.
--the procedures of municipal budgeting, personnel and purchasing operations.
--the operations, functions, policies, and procedures of the Library system.
Skills in the operation and care of computers, calculators, and other office machines used in connection with accounting work.
Ability to

--assemble, or organize, and present financial, statistical and other material
--establish and maintain effective working relationships with others
--apply good work ethics such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and Library Corporation.
