Governor Increases Library Funding Across the Board

On Wednesday, January 28, 2026, Governor Maura Healey released her proposal for the FY2027 budget. The $62.8 billion budget includes a 2% increase for all Massachusetts Board of Library Commissioners (MBLC) budget lines. The full MBLC budget chart has detailed information about the increases.
"This budget is about making life easier and more affordable for Massachusetts residents and businesses," said Governor Healey. "At a time when budgets across the country are tight, this proposal maximizes our resources to deliver on what matters most while controlling spending, protecting taxpayer dollars and driving economic growth."
In its FY2027 Legislative Agenda, the MBLC highlights the ways libraries benefit the people who live in the Commonwealth, including affordability. Commissioners requested a 5% increase to State Aid for Public Libraries (budget line 7000-9501) and a 3% increase in all other budget lines.
"We thank the Governor for the increases she has proposed in her budget. They are particularly meaningful in such a difficult budget climate and at a time when libraries are experiencing all-time highs for checkouts and program attendance. Libraries know how to put every dollar to work for the people of the Commonwealth and this funding helps ensure free, open, and inclusive access for everyone," said MBLC Director Maureen Amyot.
The House Committee on Ways and Means will now develop their own budget to be debated by House members in April. Following passage of the House version of the budget, the Senate will vote on their version in May. A conference committee will reconcile any differences between the two versions, and the FY20237 budget will be sent to the Governor to be put into place by July 1, 2026.

The Board of Library Commissioners (mass.gov/mblc) is the agency of state government with the statutory authority and responsibility to organize, develop, coordinate and improve library services throughout the Commonwealth. The Board advises municipalities and library trustees on the operation and maintenance of public libraries, including construction and renovation. It administers state and federal grant programs for libraries and promotes cooperation among all types of libraries through regional library systems and automated resource sharing. It also works to ensure that all residents of the Commonwealth, regardless of their geographic location, social or economic status, age, level of physical or intellectual ability or cultural background, have access to essential new electronic information technologies and significant electronic databases.
