Process and Steps
Awarded libraries will undertake the following process:
- Milestone: Sign Contract with MBLC/First P&D Payment
- Small Population: Retain Building Consultant
- Small Population: Complete Building Program
- Retain Owner's Project Manager (In Progress for some libraries)
- Retain Architect (In Progress)
- Complete Site Studies, Geotechnical Studies, Hazardous Materials Analysis
- Conceptual Design to MPLCP Level of Design
- Additional community engagement by architect to develop designs
- MBLC staff review every iteration of design
- Milestone: MPLCP Level of Design Review by Independent Review Team
- Obtain Cost Estimate Based on Approved MPLCP Level of Design
- Required for immediately-funded projects only in Winter 2026
- Waitlisted projects will complete when ready to move forward
- MBLC Staff Calculate Construction Phase Award Based on Cost Estimate
- Milestone: Submit Final Report for Planning and Design Phase / Second P&D Payment
Reporting
All reporting will be completed by logging into the Amplifund grant management software. Instructions on using Amplifund in general, managing accounts, submitting monthly reporting, and completing payment requests can be found on the Amplifund tab of the LibGuide for grantees and its sub-tabs. For additional assistance, contact your appointed MBLC staff person.
Monthly Reporting
Projects are required to submit monthly reports to the MBLC as a condition of receiving grant funding. Reports are due by the first day of the month two months after the reporting period (for instance, January reports are due by March 1).

Design Iteration Reporting
Due to the large size of the files, design iterations should be submitted to MBLC staff by email, along with an updated copy of the Estimated Space Summary Chart showing comparisons between the current iteration and the Building Plan. In addition to the submission of documents by email, projects must complete an Area Tabulations Reporting form within Amplifund for each design iteration that includes changes to any of the tracked metrics. The Area Tabulations Reporting form should also be completed with information from the Estimated Space Summary Chart for the Building Program when an architect is contracted for the project.
Per MPLCP regulations, projects are required to submit designs for MBLC staff review at the following points:
- Every iteration of conceptual design
- MPLCP Level of Design (submitted via separate process as part of final reporting for P&D phase)
Planning & Design Phase Final Report
At the completion of the planning and design phase, grantees will complete two reports in Amplifund:
- A MPLCP Level of Design independent review application form
- A Planning & Design Phase Final Report form, providing information about project personnel and basic data, financial and audit information for the Planning and Design phase, certifications that the required Architect Evaluation has been filed with the Division of Capital Asset Maintenance and Management, and all required documentation for the MPLCP Level of Design.
Local Funding
For the 2023-2024 Grant Round Planning and Design phase, municipalities were required to appropriate $150,000 in local funding.
