Digital Navigator and Champion for Funding, East Longmeadow Public Library (East Longmeadow)
The Town of East Longmeadow seeks qualified consultants to submit quotes for a Technology Instructor Consultant, who will serve as both A) Digital Navigator and B) Champion for Funding as part of the Massachusetts Broadband Institute Digital Equity Implementation Grant (see details below). This consultant will deliver tiered digital literacy instruction, provide train-the-trainer programs at three Town locations, and support the Town’s long-term digital equity and funding strategies.
This is a temporary, non-benefitted, grant-funded position from January through October 2026.
A. Digital Navigator Services
The Digital Navigator will provide digital literacy instruction and individualized support to advance the Town of East Longmeadow’s Digital Equity goals under the Massachusetts Broadband Institute Digital Equity Implementation Grant. The consultant will be responsible for program development, instruction, help sessions, and the development of long-term digital learning resources and services.
1. Program Development, Preparation, and Reporting
The consultant will:
Develop a three-tier scaffolded curriculum (beginner, intermediate, advanced) that aligns with best practices for digital literacy and digital equity.
Ensure curriculum includes clearly stated learning outcomes, instructional materials, hands-on activities, and evaluation surveys.
Utilize DigitalLearn or comparable digital literacy curricula, and when appropriate incorporate locally relevant examples (e.g., Town services, online security).
Maintain detailed records, including attendance, progress tracking, and post-session participant feedback.
Coordinate with the Library Director and Library staff on outreach, scheduling, patron enrollment, room setup, and publicity materials.
Participate in periodic check-ins with Library staff to assess progress and adapt programs as needed.

2. Instructional Workshop Series at Three Locations
The consultant will deliver a total of nine (9) six-week instructional series, representing Beginning, Intermediate, and Advanced levels at each of the following three locations Public Library, Senior Center and Housing Authority.
The consultant will:
Provide instruction that is accessible and appropriate for learners with diverse digital skill levels.
Incorporate hands-on learning, real-world applications, and individual support.
Support participants in developing digital confidence, online safety skills, and independence in using digital tools.
Integrate instruction on accessing Town digital services.
Offer supportive materials such as quick-reference guides, videos, and practice exercises.
Conduct pre- and post-assessments to measure participant growth.
Beginning Level
Basic computer operation (mouse, keyboard, device navigation)
Safe internet browsing
Using search engines effectively
Setting up and managing email
Password and online safety basics
Intermediate Level
Practical digital tasks such as online forms, email attachments, telehealth access, and online banking principles
Introduction to productivity tools (word processing, spreadsheets)
Intermediate cybersecurity (scams, phishing, fraud prevention)
Digital communication tools (Zoom, online portals)
Advanced Level
Specialized content and more complex web-based tools (coding basics, graphic design, multimedia creation, data organization tools, etc.)
Advanced problem-solving and project-based digital tasks
Introduction to employment and career-related technology tools
Opportunities for participants to build digital portfolios or final projects
Sessions: 54 (a total of nine (9) six-week series)
Estimated Session Duration: 2 hours of instruction, 0.5 hours set up and take down

3. Drop-In Tech Help Sessions
The consultant will conduct at least two one-hour drop-in sessions per workshop series per location.
Responsibilities:
Offer one-on-one assistance on personal devices, software, and internet tasks.
Troubleshoot common issues with smartphones, tablets, laptops, and assistive technologies.
Provide guidance on applications such as email, telehealth portals, document downloads, and online accounts.
Track number of attendees and topics addressed.
Sessions: 20 (2 per workshop series per location)

4. Train-the-Trainer / Digital Navigator Development Series
The consultant will lead two small cohorts of residents through a structured 6-week development program to become future Digital Navigators.
The consultant will:
Develop and deliver training that equips residents with:
o Foundational instructional skills
o Digital troubleshooting methodologies
o Familiarity with digital literacy curriculum
o Communication and customer service strategies
Mentor participants as they practice delivering micro-lessons.
Provide evaluation feedback and final competency assessments for each trainee.
Recommend participants who are prepared for future Digital Navigator roles.
Sessions: 12 (6 per cohort)

5. Development of On-Demand Digital Skills Library
The consultant will:
Collaborate with high school students (under ELCAT supervision) who are producing digital literacy videos.
Review, organize, upload, and properly label video modules to the Town and Library websites.
Create a user-friendly navigation structure with categories, descriptions, and instructions.
Ensure accessibility compliance (captions, alt text, readability).
Coordinate with Library/IT for hosting and integration.

The Funding Champion supports long-term sustainability of digital equity initiatives.
Responsibilities:
Conduct comprehensive research on federal, state, and private grant opportunities that align with the Town’s Digital Equity Plan.
Develop a report with future funding prospects, including deadlines, requirements, and match opportunities.
Collaborate with Town Manager’s Office, Library staff, and other Town Departments to identify project needs, priorities, and resource gaps.
Draft proposal outlines, gather necessary data, and support narrative development for future grant applications.
Build partnerships with regional organizations, community groups, and educational institutions to strengthen future funding applications.

Invoicing and Payment Terms:
The consultant will invoice bi-weekly for services rendered. Minimal travel is required and mileage reimbursement will be provided from the Library to the Senior Center, Housing Authority, and ELCAT. The Library is the primary location for program development, reporting, and scheduling.

Qualifications
Experience Requirements:
Applicants must demonstrate:
Relevant experience in digital literacy instruction, technology education, or a comparable field.
Curriculum development experience (digital literacy strongly preferred).
Experience delivering instruction across multiple skill levels.
Familiarity with community-based digital equity initiatives.
Experience designing or supporting train-the-trainer programs preferred.
