Deputy Library Director, Thomas Crane Public Library (Quincy)
General Statement of Duties
The Deputy Director assists the Executive Director in the overall management of the Library, playing a major role in overseeing public programming and marketing, employee supervision, daily operations management, data collection and analysis, development and implementation of policies and procedures, and representing the Library in the community. This position also serves as department head during temporary absences of the Executive Director.
Nature and Purpose of Relationships
Maintains collaborative, positive working relationships with co-workers, the public, Library affiliate groups, community groups/agencies, and individuals such as civic leaders, peers from other organizations, representatives of professional organizations, and the news media. Serves as a spokesperson or recognized authority of the Library in matters of substance, including departmental programs, services, practices, procedures, regulations, and guidelines. May be required to discuss controversial matters where tact and confidentiality are required.
Supervision Received
Works under the supervision of the Executive Director.
Supervision Given
Provides supervision to the Reference Coordinator, Archives & Special Collections Coordinator, Adams Shore Branch Manager, and the Safety Officers. Serves as Library department head during an extended absence of the Executive Director. In the absence of the Technology Director, the Executive Director and Deputy Director will share those responsibilities.
Essential Functions
Programming, Partnerships & PR
•Supports Library-wide programming and outreach activities to assure alignment with strategic goals and objectives
•Initiates, develops, and maintains partnerships and coordinates Library programs and activities with community groups/agencies and other City departments
•Acts as spokesperson for the Library in conjunction with public relations and marketing activities and initiatives
Employee Supervision
•Leads, guides, and liaises with employee teams, committees and task forces
•Advises, assists, and mentors supervisory staff
•Meets regularly with branch staff and provides support as needed
•Assists in the development of job descriptions, interviewing, selection, and onboarding of staff
•Creates and maintains staff resources like the Employee Handbook and TCPL Staff Portal.
•Assists the Executive Director in the planning and coordinating of staff training and development activities
•Participates in performance assessment, resolution of grievances, and disciplinary matters
•Participates in collective bargaining and related union activities
•Assumes temporary supervision of Library departments in the absence of supervisors
•Serves as a member of the Library's leadership team
Safety & Customer Service
•Manages safety and security activities, including the development and interpretation of safety-related policies and procedures, and supervision of the Library’s safety officers
•Initiates, develops, and maintains collaborative relationships with other City departments and community groups/agencies to promote the safety of Library staff and visitors
•Responds to and resolves customer and staff complaints and problems personally as necessary
Data Collection & Analysis
•Coordinates library-wide data collection and reporting, including ARIS, the annual Financial Report and strategic objectives data
•Works with the Executive Director to analyze data, identify trends, and present data effectively to various audiences
Other
•Assists in developing and implementing the Library’s strategic and action plans, and in planning and implementing Library-wide technology services
•Assists in monitoring and evaluating the effectiveness and efficiency of service delivery; identifies opportunities for innovation and improvement and helps effect changes
•Assists in the development and interpretation of Library policies
•Assists with facilities management as needed
•Attends Library Board of Trustees meetings; accompanies or stands in for Executive Director at meetings and events as needed
•Attends and participates in professional meetings and committees; keeps well informed of current trends and best practices in library services
•Identifies and pursues grant opportunities and administers grant-funded projects
•Works to ensure that institutional diversity, equity and inclusion goals are met through active acquisition, display, and promotion of materials and programs that reflect the Quincy community
•Performs other duties as assigned, consistent with administrative functions and responsibilities
Qualifications
Education & Experience
•ALA-accredited Master’s Degree in Library Science
•At least seven years of successful professional related work experience, at least five of which have been in a position of supervisory and/or administrative responsibility in the provision of public library services
•Experience serving culturally, linguistically, and socioeconomically diverse populations and demonstrated commitment to the principles of equity, diversity and inclusion
Knowledge & Abilities
•Thorough working knowledge of library science and information principles and practices, and knowledge of public library issues and trends
•Knowledge of public programming in libraries, and experience planning, delivering and evaluating public programs
•Knowledge of marketing, communications, and outreach services and methods
•Thorough working knowledge of library technology and web-based products and services and common office computing applications, including integrated library systems, spreadsheets, and file sharing, and demonstrated ability to learn new technologies and applications
•Working knowledge of commonplace social media platforms, and website content management systems
•Ability to oversee library operations and supervise employees, successfully manage projects, handle multiple competing priorities, and meet reasonable deadlines
•Ability to analyze complex issues and solve problems creatively
•Skill in statistics and data analysis with a commitment to data-informed decision making
•Ability to converse in one or more non-English languages an asset
Communication and Interpersonal Skills
•Strong oral, written, and interpersonal communication skills, including the ability to communicate effectively in both oral and written English and be easily understood on voice telephone
•Skill in public speaking, both in person and on camera
•Skill in establishing and maintaining effective working relationships with Library staff, trustees, affiliates, City officials, and community partners
•Copywriting and formal writing skills highly desirable

Physical Requirements:
While performing the duties of this job, the employee may be required to:
● Sit or stand for extended periods of time, to bend, stoop, and walk; and to talk and hear
● Use hands to finger, handle, or feel objects, tools, or controls; and to reach with hands and arms
● Lift and carry books and other objects up to 10 pounds, and operate a variety of machinery and equipment, including computers, scanners, printers, and building security, audio/visual, sound, and telecommunications equipment
● Routinely read documents and reports for analysis and understanding
Vision requirements include close vision, distance vision, depth perception and the ability to adjust focus
Work Environment:
While performing the duties of this job, the employee may encounter hectic or demanding situations, including behavioral issues and frequent interruptions, with maximum flexibility required. The job involves working a varied schedule, including the ability to:
Work beyond standard business hours to attend or host evening/weekend meetings or programs, in accordance with the Library’s hours of operation
Be on call during off-hours to triage or resolve urgent operational or facility problems
Travel between branch locations and attend meetings/events outside the Library, including locations not accessible by public transportation
