Director, Mansfield Public Library (Mansfield)

The Library Director is appointed by the Library Board of Trustees under a contract in accordance with Chapter 322 of the Acts of 1982. This role performs duties of a complex and responsible nature, such as organizing, budgeting, collection development, supervising, directing, long-range planning, marketing library services and functions, as well as collaborating with other municipal departments to support community services, align strategic initiatives, and ensure efficient use of shared resources. This role administers the libraryin accordance with the policies, plans and budget of the Board of Library Trustees

Essential Functions:

• Responsible for the development, direction, and management of library personnel, library services and programs. Implements services, policies and programs approved by the Board of Library Trustees. With the Board of Library Trustees, identifies and addresses community and library needs


• Responsible for all aspects of personnel management including recruitment and hiring, payroll, performance evaluations and professional development


• Develops the annual budget which is presented to the Board for approval, then presented to municipal officials. Participates in budget meetings with municipal officials. Develops and prepares all state mandated reports including the Annual Report Information Survey (ARIS) and required Financial Reports


• Oversees cost effective and judicious expenditure of all appropriated town funds, gift funds, state aid awards and grant monies, and the maintenance of financial records in accordance with Massachusetts state requirements. Pursues alternative cooperative purchasing options with other Town departments,
with network and regional libraries, and/or via state contract


• Oversees the materials selection and collection development in accordance with the Collection Development Policy; instructs and directs the staff in compliance with same


• Works closely with the Department of Public Works to ensure a safe and functioning building


• Pursues, in conjunction with senior staff, grant funding from state and federal sources and other donors to promote, enhance, and create new library services, programs, and collections. Administers funds according to specified guidelines and files all indicated reports within specified time frames


• Implements the library's community relations, marketing and public relations programs. Participates in the community and attends all Town and Special Town Meetings, representing the library to the community

• Maintains affiliations with local, state, and national professional organizations; keeps informed of professional issues and trends; attends professional workshops, seminars, and conferences, including meetings and training sessions provided by the Supporting Libraries in Southeastern, Massachusetts
(SAILS) Network


• Advises the Board of library matters and keeps it informed of issues and developments at local, regional, state, and national levels. Attends all Board meetings, reports on library activities, participates in discussion and contributes ideas and suggestions


• Makes policy recommendations to the Board and implements said policies


• Develops and prepares long-range strategic plans for the library based upon established goals and related performance data as promulgated by the Massachusetts Board of Library Commissioners (MBLC)


• Ensures the library’s compliance with laws and regulations applicable to library operations


• Other duties as required

Qualifications


• Masters of Library Science, from school accredited by the American Library Association (ALA)
• Certificate of Professional Librarianship, issued by Massachusetts Board of Library Commissioners (MBLC)

Knowledge, Skills, and Abilities: Capability to communicate effectively with personnel, patrons and members ofleadership, to work collaboratively with others, possess intellectual curiosity, as well as an appreciation of libraries and be proficient with technology. Demonstrated five (5) years of relevant library experience, including supervisory and administrative responsibilities, or an equivalent combination of education and experience. Customer service and strong communication skills, along with a friendly attitude, are paramount. Ability to walk, sit, and/or stand for extended periods, bend, stretch and lift materials (up to 25 lbs) from floor to overhead shelves. Must be able to operate standard office equipment.

$94,867.00 - $97,337.00  / year

Salary Notes

Salary depending on experience. This is a union poistion.
