Assistant Administrator, Fall River Public Library (Fall River)
Hours: Monday and Wednesday 8-3:30pm Tuesday and Thursday 12:30-8pm. Friday 9-4:30pm
Flexibility to accommodate necessary scheduling shifts for operational needs.
JOB DESCRIPTION:
Under the general supervision of the Administrator of Public Library Services, as delegated by the Library Board in concert with the executive direction of the Mayor as delegated to the City Administrator to perform highly confidential and responsible work directly for the Administrator to assure library operations run efficiently; performs related work as assigned. The inability to perform the requirements of the position could result in delay of service, monetary loss or expenditure of time by other employees.
ESSENTIAL FUNCTIONS:
This is a responsible professional position to directly assist the Administrator of Public Library Services.
Work is performed with considerable independence guided by direction of the Administrator of Public Library Services, and with conformance to policies of the City of Fall River and the Library Board of Trustees.
Performance is reviewed periodically by the Administrator of Public Library Services.
Work involves the following:
• Clerical accounting work and orderly maintenance of related financial records. Notifies of new employee accruals, sick incentive, and accruals for payroll, ensures appropriate interdepartmental coverage, and calls for overtime when necessary.
• Responsibly accesses and keeps confidential any relevant library administrative records requiring access such
as confidential personnel information etc. Responsible for timely and accurate preparation of payroll and bill
schedules for submission to the library administrator.
• Responds to phone inquiry regarding billing and library vendors; resolves associated paperwork, processes payments, and is expected and required to demonstrate and maintain detailed attention and accuracy in submissions; communicates with vendors to resolve billing abnormalities, notifies the library administrator immediately of areas of concern. Submits orders for administrator’s review on a scheduled basis.
• Prepares daily cash bags, with accurate record detail, photocopy, and accompanying notation for misc. receipts, prior to the director’s review, and deposit of library batches.
• Assists by coordination of library events and programming; seeks and proposes diverse varieties of programming in alignment with seasonal and annual goals communicated by the library administrator.
• Accounts for attendance, vendor payments, fund source, staff accommodation, and grant requirements.
• Coordinates programming; utilizing booking software (internal and external), communicates to assure seamless library programs, and reservation space use. Prepares spaces for use and supports booked programming. Arranges event prep with appropriate departmental staff in instances of planned absence.
• Submits for approval; proposed materials organized for publicity and releases; email newsletter ex: limited social media engagement, text press releases, and library slideshow. Posts internal flyers, and updates bulletin board according to standing library practice and protocol.
• Addresses emergency building or personnel concerns as necessary in the absence of the administrator; Reports all incidents in detailed writing within a timely manner to the director and responds with established procedures and protocol to address immediate or time sensitive concerns when necessary following set guidelines by the administrator to adhere to both city and library policies.
• Demonstrates reasonable discretion in distinguishing need for immediate action and time sensitive response to matters such as library no trespasses, or building emergencies, to utilize tentative measures set by the established library procedures and protocols in regard to matters of an urgent nature; takes clear and concise record of incidents and defers situation summary to the library director for full comprehensive resolution.
• Communicates with the library administrator effectively in a thorough and timely manner regarding all concerns pertaining to the public, library groups, and/or vendors regarding library business; double checks with administrator when uncertain, to avoid miscommunication and assure consistent public service practice.
• Follows opening and/or closing procedures for the building as required; and provides access to limited areas of the library, strictly required and related to necessary service vendor business, assuring library and library
area security, before, during and after relevant business conclusion.
• May cover interdepartmentally during regular scheduled hours in a limited capacity as needed.
• Any related additional tasks and duties as assigned by the Administrator of Public Library Services.
Qualifications
The Assistant Administrator of Public Library Services must be a graduate of an accredited college or university and hold a graduate degree in Library Science from an ALA accredited program. The position
requires three (3) years of experience in library work.
Other combinations of professional relevant working experience related to the specific needs of the role will be considered carefully.
Ability to work in a direct,
supportive position to Administrator as described above;
Ability to establish and maintain effective working relationships with municipal officials and members of the public; ability to express oneself clearly and concisely orally and in writing; a positive self-driven attitude, a willingness to accept responsibility; to change direction if necessary, and ability to make sound judgement.
