Standard Grants are for cities and towns with municipal populations of 2,500 and over. For towns with municipal populations of less than 2,500, go to Small Population Grants.

Application Process
Representatives from all applicant municipalities must attend a virtual Application Workshop in May 2023. Registration information will be provided to those designated in the Letter of Intent. Sessions will be held:
- Tuesday, May 23, 1-3pm
- Wednesday, May 24, 6-8pm
- Thursday, May 25, 10am-12pm
Documents required to complete the online application include:
- A library building program based on a 30-year planning horizon (see the MPLCP Library Building Programs LibGuide for information on the process)
- A condition assessment, if considering renovating and/or expanding the existing library or an existing municipally-owned building
- A detailed assessment of municipal finances on the forms provided
- Certified copies of local approvals for the project and funding for the planning and design phase

Applications are due by 4:00pm on May 31, 2024 and must be submitted via the Amplifund grant management system. Information about training on the use of Amplifund will be provided at the workshop.
Applications will be reviewed by independent review teams and grants will be announced in October of 2024. Neither an Owner’s Project Manager (OPM) nor an architect may be hired or retained for this project prior to signing a contract with the MBLC.
Planning and Design Phase
The planning and design phase includes:
- Site studies
- Geotechnical studies
- Hazardous materials analysis
- Preliminary design work – to MPLCP Level of Design
- Design review by independent review team
- Cost estimate based on MPLCP Level of Design
- Grant calculation based on cost estimate and funding formula in the Program Notice
Construction Phase
The construction phase includes:
- Completion of Schematic Design (SD)
- Design Development (DD)
- Construction Documents (CD)
- Demolition, including hazardous materials mitigation
- Construction
