Early Literacy

Background

The MBLC provides support for developing adult literacy instruction in public libraries through coordinating resources and federal grants for special projects. These services help English-speaking adults improve reading and writing skills so they can reach their personal goals as workers, parents, and community members.

Funding for Literacy Programs

  • Since 1991, more than 90 grants have been awarded totaling more than $1,950,000 in federal funds. These grants help libraries begin or expand literacy programs and services throughout the Commonwealth.
  • Funds are used to help adults:
    • improve basic reading and writing
    • successfully complete their High School Equivalency (HiSet)
    • improve conversation skills
    • become naturalized citizens
  • Federal grants are considered seed money to help establish new programs as a part of basic library service, laying the groundwork for long-term support.

Authorization

The Federal Library Services and Technology Act is authorized by P.L. 104-208.
