Municipalities and their libraries are certified each fiscal year for State Aid to Public Libraries. Certification occurs after compliance with Minimum Standards of Free Public Library Service is verified with the MBLC. Compliance is verified on the Annual Report Information Survey (ARIS) and State Aid forms that must be submitted each fiscal year to the MBLC by municipalities and their libraries. State Aid payments are distributed after compliance is verified.
